Applied Behavior Analysis (ABA) Services:
Starting February 1, 2022, FirstCare will be providing Applied Behavior Analysis (ABA) services as a new Medicaid managed care benefit for members with Autism Spectrum Disorder (ASD).  Autism spectrum disorder (ASD) is a condition characterized by restricted, repetitive patterns of behavior, interests, or activities and deficits in social communication and social interaction, with onset of symptoms occurring in early childhood.
 
What Services are provided? 
ABA services must be approved through FirstCare as a medically necessary service, required to treat, correct, or improve the member's condition. A diagnosis of autism spectrum disorder alone does not support the medical necessity of ABA.  Licensed Behavior Analyst (LBA) is a new Medicaid provider type that will be providing these services.  ABA services include ABA initial evaluation, re-evaluation, individual treatment, group treatment, parent/caregiver/family education and training, and collaborative team meetings.  Please contact your/your child’s doctor, visit FirstCare’s website, or call Member Services at 800-431-7798 to help find an in-network Medicaid LBA provider.

The Children’s Health Insurance Program (CHIP) is a health plan for children 18 years and younger. CHIP is for families whose income is too high for Medicaid but they can't afford other insurance. Healthy Texas Women Plus

Beginning Sept. 1, 2020, Texas HHSC is implementing Healthy Texas Women Plus (HTW Plus), an enhanced, cost-effective and limited postpartum services package for women in the HTW program. HTW Plus will be provided in the postpartum period for not more than 12 months after the start date. Women in HTW Plus will have access to both HTW and HTW Plus benefits.For more details:

State Fair Hearing

If you, as a member of the health plan, disagree with the health plan's decision, you have the right to ask for a fair hearing only after exhausting the MCO Internal Appeal System provided by FirstCare. Members may ask for a State Fair Hearing by contacting us toll-free at 1-800-431-7798 / TTY 711. FirstCare's Member Services can help you file a fair hearing.

External Medical Review

If you, disagree with the health plan's decision, you have the right to ask for a State Fair Hearing (standard or expedited) only after exhausting the FirstCare's Internal Appeals process or you can ask for a State Fair Hearing with an External Medical Review (EMR) (standard or expedited). You cannot only ask for an External Medical Review. An EMR is an optional, extra step for the member to have a case outside the Hearing, free of charge. To request an EMR, call us at 1-800-431-7798 / TTY 711.
